and Ballot Issues
It is the nature of public policy development in Colorado that
citizens frequently use the ballot to advance their causes. Under
Colorado's Constitution, citizens have the right to initiate both
proposed state laws and constitutional amendments. Citizens also
have a comparable right to initiate ordinances at the municipal
level of government.
Since his first involvement in a ballot issue in 1974 (amending
the Colorado Constitution to allow municipal electrical enterprises
to do joint energy projects), Mr. Brown has been involved in many
ballot issues as both an analyst and campaign advisor. In some
cases, he assumed a significant leadership role in the campaign.
