Research
and Policy Analysis
The key to any meaningful public policy is sound research and
the development of a long-term strategy to implement the resulting
policy. Mr. Brown has developed exceptional research skills, and
is often called upon to research complex public policy issues for
clients. These research projects are structured to provide the
client with a usable product that can be developed into a blueprint
for public policy advocacy, to support the public policy positions
of the client or to advance the reputation of the client.
It is often the case that public policy recommendations must be
presented to a legislative or regulatory body. Depending upon the
nature of such a presentation, the recommendations may be considered
lobbying under Colorado's Sunshine Law. When necessary, Mr. Brown
will register as a professional lobbyist with the Colorado Secretary
of State and submit required reports. Not all presentations to
legislative or regulatory bodies constitute lobbying under the
Colorado Sunshine Law, and Mr. Brown frequently provides information
and testimony based upon the research he has done for clients.
In more than 30 years of service, Mr. Brown has represented clients
